The press watchdog has warned editors they must make it clear to readers when a photograph has been altered in any way after a Luton newspaper mocked up a picture of a prostitute standing on a street corner.
The PCC upheld a complaint that a photograph in Luton on Sunday accompanying an article headlined "Vice girls move into High Town" on October 12 had been "altered in a misleading fashion".
